As with 99% of the reviews below, I have been caught out by this unscrupulous company. I parked at Cartmel racecourse in October and paid for 3 hours parking. At the time we were struggling to get the machine to work and couldn’t see the screen very well. Eventually managed to print a ticket. Then low and behold a week later I received a parking fine. I appealed showing my ticket and the direct debit on bank statement. But my appeal was rejected as they said I only keyed in the last 4 digits of my registration number (I truly believe that I keyed in the whole of my registration number, but unfortunately there is no way to prove this and they know it). With so many people having the same problem it makes me wonder how these machines are set up. So now I am left with the choice of paying this company £60 or letting them take me to court. This is daylight robbery!! To that end I will be writing to BBC’s Rip Off Britain programme. Perhaps they can name and shame this awful company. I encourage you all to please do the same. There is strength in numbers.

Avoid Cartmel Racecourse
My wife and I are pensioners and whilst holidaying in the Lake District with friends visited Cartel Racecourse and parked there for just under one hour. The appropriate parking fee was paid, and the ticket displayed as required. However, on our return home, we received a Parking Charge Notice from a company called HX Car Park Management Ltd who were clearly monitoring the car park using electronic surveillance techniques stating that a fine was to be imposed as we had not paid. I wrote to the Appeals Department and provided evidence that the appropriate fee had been paid. However my wife had inadvertently entered the wrong registration number, a combination of both mine, and her car’s numbers, as both begin with the same letters. Photographic evidence was also provided of this fact. I am now in receipt of a letter saying that this appeal has been rejected on the basis that an incorrectly completed ticket is not valid. To try and penalise an elderly lady, with in excess of fifty years incident free motoring for an honest, momentary, lapse of concentration leading to a clerical error, whilst enjoying a Sunday afternoon out, seems excessive. The Company is now threatening legal action. This issue has comprehensively ruined our holiday experience in the Lake District - Do not visit Cartmel!

We parked at Cartmel Racecourse on 01 September 2020. Had a lovely meal in the village and then a stroll around the village and returned to our car in good time for the expiry time of our ticket. To my horror we then received a PCN for £100 for not purchasing a ticket - I checked my car glove compartment as I always keep tickets for a month after just in case and sure enough there was my ticket - on closer examination I had inadvertently put in the wrong registration number, the first half my old car and the second half my new car, easy mistake to make so I have appealed providing an image of the ticket and explaining what I had done- obviously as all other people have reported my appeal was rejected so I now have the decision of either appealing through the Independent Appeals Service which looks like it is a waste of time according to a lot of the reviews on here or just ignoring the PCN and let them take me to court. How can companies like this get away with such harsh penalties for an innocent mistake. Unfortunately as lovely as the village of Cartmel is we will not be returning

Received a PCN from this group of bandits for parking in a parking spot not designated as a parking bay. It was in fact a bay at the end of a row of parking bays but in no way did it specify if was not a designated parking bay. it had the appearance of a parking bay, it was the same size as all the other parking bays and did not sign itself as a no parking bay, so I parked there. They can now swivel as i do not intend to pay their charge: £100 or £60 if paid within 14 days. Look forward to meeting them in the small claims court if they decide to proceed in their attempt to make me pay. Their only recourse they have if they wish to pursue their claim for my money. Bring it on!
Cowboys at the racecourse
Parked at Cartmel races car park on the afternoon of 26/9/20 for 2 hours. I went to pay at the machine in the middle of the car park - by following the instructions to input my reg no, and then make payment by DR card. The machine made lots of whirring noises but didn't produce a ticket. My boyfriend then came over to the machine and went through the same process and no ticket was produced for him either, although, once again, the machine made noises as if it was printing a ticket. Convinced we had actually paid twice, and after a quick survey of other cars in the carpark -which showed that not many cars were displaying a ticket, we logically concluded that the machine had simply run out of paper and would have recorded two payments for the same vehicle.
To my shock, some days later I received a letter from HX Car Park Management Ltd saying that in fact no payment had been received, and that a payment of £100 was now due (reduced to £60 if paid within 28 days).
I immediately appealed but to no avail, even though I pointed out that there would be CCTV footage of both of us proceeding to the ticket machine, and going through the purchase procedure, proving that this was a genuine mistake caused by a faulty machine, HX maintain that their machine was in full working order throughout the day and that
"if you believe payment cannot be made, this does not mean you can park for free"
, totally ignoring my explanation that we actually believed, up until receiving their letter that, far from parking for free, we actually believed that we had paid twice!
If it was not for a sudden family bereavement which has left me very short of time to deal with anything else, I would have refused to pay the charge (which is 1,000% more than the actual fee that we assumed that we had paid (twice!), and been happy to go to court to argue my case.
I will be writing to Cartmel council/Holker estates in due course, as I am surprised that they would wish their beautiful village to be associated with such a bunch of cowboys. I would have awarded this company no stars if it was possible to do so.

I was 8 mins over and received a parking charge of 100 pounds. I tried to appeal and they didn’t care just blames it all on me. We are all human and make mistakes. Doesn’t matter that I was trying to deliver medication to someone with cancer. This company has no human compassion and just out to take your money.
HX Car Park Management are a disgrace!
As with so many of the reviews here, if I could rate this HX Car Park Management a 'zero', then I would. One star is definitely over generous.
I was visiting Cartmel in August, on honeymoon, following my wedding the previous day. Unfortunately I chose to park at the Cartmel Racecourse. My husband, who doesn't normally drive my car, inadvertently entered his car registration details, but paid in full. In fact we overpaid, as we left Cartmel sooner than planned. A few days later I received a parking charge notice advising me that I needed to pay £60. I explained the error to HX Car Park Management, but they refused to cancel the charge. Worth noting that the British Parking Association advise their members, that in such cases, only a £20 administrative charge should be levied. Conveniently for HX Car Park Management, they are not members of the BPA, but are covered by the (so-called) Independent Appeals Service. I appealed to the IAS, and the charge immediately went up to £100. This despite, case law (Parking Eye v Heggie 2013 for example) and the Unfair Terms in Consumer Contracts Regulations which invalidate such a charge. The IAS have rejected my appeal, and I now have 14 days to pay the charge in full. Also worth noting that the IAS has been linked in the past to HX Car Park Management via Gladstone's solicitors, who continue to advise the company, so impartiality is questionable. The owners of racecourse (Holker Estate) have so far ignored my emails.
This company is a disgrace. Where else would a honest mistake be penalised to same extent as someone who is deliberately seeks to defraud? This company is taking advantage of the fact that the technology used, makes it easy to make an error when entering your car registration. As District Judge Wall said (in Excel Parking Services v Hetherington Jakeman 2008) "it seems to me that it is not a pre-estimate of damage, it is a payment of a sum of money that is intended to effectively frighten or intimidate someone into making a payment promptly". And that is exactly the tactics that HX Car Park Management use, intimidation.
Needless to say I will challenge the PCN in court; I would urge others to do same, so that this company and others like it, are forced to adopt the BPA approach of a reasonable administrative charge only.
Terrible Company!!!
This is a terrible company and I would have given them less than one star if i could. We are currently trying to appeal a ticket we got at CARTMEL RACECOURSE (the owners were ZERO help sadly) because we didn't input our number plate correctly. However, I am certain the machine glitched as it inputted two very random letters that we don't remember doing - like so many others it seems! Their threatening letters of fines tempted us to pay but we paid £1(!!!) to park for an hour and were back well within that so are absolutely outraged that we're now facing a £100 fine.
We appealed via the IAS but as we expected, and as others have mentioned, this is a completely biased process and our appeal failed. We were even on our honeymoon but absolutely no sympathy or understanding. Now unsure what to do but most advice is to ignore the letters and if they take you to court, you will likely win. All contact we have had with HX has been aggressive and unhelpful and unsympathetic; clearly they are just suits trying to bully individuals into lining their pockets and paying their salaries for innocent mistakes or in some cases, no mistake at all!
If anyone else can share their stories, i'm sure it will help others in the future!

Cartmel racecourse parking is a rip off!!! HX Car Park Management are a disgrace. I have had to pay a £100 fine for displaying the ticket their machine gave me. First they said I did not display a ticket so I produced it as evidence then they said it only had first two of number plate- seems to happen a lot - their faulty machine. I still displayed their paid for ticket. Ridiculous. Spoiled a lovely visit to Cartmel and will not recommend or return. Please share on Facebook etc

I urge anyone who has received a fine from this company or any other PCN's for that matter not to pay the fine but head over to Martin Lewis' site for a wealth of advice in fighting these organised and legalised scammers. Do not let them keep getting away with it and also write to your MP to get this type of company shut down. It's outrageous that honest hard working people are being bullied to pay unlawful fines. Believe me, the real law is on your side.
Amazing customer service
Amazing customer service. Called their number on the signs and spoke to a wonderful young lady name Hayley. Explained I was running late at work and would overstay my ticket. She totally understood and because I had called and let them know she reassured me all would be okay and I wouldn't received a parking charge. Thank you very much!!
A group of rich unethical bandits
A group of rich unethical bandits. It amazes me that we live in a country where this can be enforced legally. They don't understand what hardship can be in the UK. Its disgusting they can get away with draconian measures implied for what can in most cases be a small error. To expect the driver of a vehicle to operate the safely whilst reading there terms and conditions on a sign printed on entry is in my opinion unlawful. In my case I couldn't find a parking space and left 2 minutes over the allowed "10 minutes grace period"
I would hate to be in a large car park with a wait on the ticket machine.
Rip-off
As per so many other reviews, this would be a 0 if it was possible to award one. Issue with parking at Cartmel racecourse a few weeks ago. Have appealed the £60 fine with HX. Their response to our appeal acknowledged we had paid but had (allegedly) only inputted the last 3 digits of our VRN. We had inputted what was required. We are now expected to pay the £60 as their 'appeals process is now concluded.' The slogan on the company's website says they are, "Fair, ethical and nationwide." I don't know if they are nationwide or not. They most certainly aren't fair or ethical.
HX Car Park - Cartmel
Hi - seems I am not the only one to suffer the “draconian” enforcement of HX Car Park Management - please be aware - Cartmel Car Park and Holker Estate’s do not support you, even when you have purchased a ticket but then change, as they did in my case, the whole story - I did get a response from Holker Estate’s - but they, of course, sided with HX, as they obviously get revenue from any action taken - no where in South Lakeland Car parks is it a requirement to enter your full registration number and many operate without any form of registration number being entered - this in my opinion is just another way of tripping up “customers” and then fine them - I asked for my initial payment, for parking to be deducted from the fine - fell of deaf ears, to me this is complete extortion - avoid this car park and if that means avoiding Cartmel, so be it
*Update - Never been back to Cartmel and you can blame Holker Estates for this!

Fined for parking at work despite entering details into computer before they took over car parking enforcement at The Willowbrook Centre Bradley Stoke. £60 if you pay immediately or £100 if in 28 days. Been to work 6 times since this fine issued so should be expecting an overflowing letterbox. Absolute muppets!!

I was PCN'd for an overstay of 2 minutes beyond the 10 minute grace period they say I was allowed, when I visited Anchor Retail Park in Hartlepool.
I visited at midday on Dec 23rd 2019 when it was almost impossible to move in the car park, and even more problematic in finding a Blue Badge Bay. It took at least 20 minutes to actually get parked, then another 15 minutes to get out of the car park when leaving as the road leading alongside was also really busy. That basically boils down to Frustration of Contract. They say that the time allowed in the car park is 2 hours, but the time parked was considerably less for the previous reasons of accessibility. I appealed on the basis that they should apply a further amount of time for the disabled who have difficulties in their movement but they have gone to a debt collector with this instead. Roll on. I eagerly look forward to telling my side of this to a judge. The Equalities Act has been well and truly ignored. They have a duty to allow further parking periods, such as ParkingEye do, even though they are also known bandits.
