The VCS is issuing fines and without evidence
The VCS is issuing fines and without due diligence when considering evidence of innocence. It has not been possible to get the IPC to address a complaint against them until I complain to VCS first. This suggests that the IPC are simply impotent or worse. The facts are:
I used a Park and Ride company at Bristol airport and followed all instructions to the letter but received a demand for £60 claiming that I violated a ‘Parking regulation’. The truth was that the Park and Ride driver was returning the car at the time of the offence and I arrived at the pick-up point at the same time as my car was being delivered and witnessed the alleged offence. My car had to stop at the roundabout to give way to car coming from the right; I ran to it saying “this is my car”; thinking that he could stop near the entrance to do the exchange rather than the exit. With no more traffic in site at all; the driver quickly said “I would be I’ve been fined before, please go to the pick –up point at the exit to the car park” and drove off. He was not stopped there more than 30 seconds MAXIMUM and the still photos will provided show the driver had to stop at the roundabout to give way to a lone car. The offence still photos show the car and you can just see me so the moving video will substantiate this and PROVE that:
a) No offence was committed,
b) I was not the driver.
BUT I could not give VCS the name of the driver because I didn’t know it: FOUR attempts to reason with them failed with each ending in threats of “Bailiffs and Court action” if I didn’t pay. I repeated the evidence to the IPC, they sent it to VCS who immediately cancelled the fine. I complained to the IPC stating that in the face of this intimidation most travellers would have paid and that the VCS should be audited / investigated as they must have clearly breached the code of practice in the exercising of their authority to impose fines AND without evidence; and in this case with clear video evidence to the contrary. The IPC will do nothing I until write (A letter) complaining to the VCS but about what; THEY should be investigated, THEY are not going to do it???? This is beyond ridiculous and looking like the IPC are complicit??

Vehicle Control Services PCN Leeds Bradford Aiport
Exited the long stay car park at Leeds Bradford Airport and heard a banging/noise from the back of my car. I stopped and my partner got out to look to see if I had a flat tyre or something wrong - he couldn't see anything so got back in and I drove off - it took 20/30 seconds.
I received via email a notice from VCS saying I had stopped in a no stopping area.
I wrote back with details of why
They replied saying they are pursuing the Parking Charge Notice. And that if I appeal and lose etc etc - ie bullying and trying to scare me into paying. Having read other similar stories online there is a chance bizarrely that I may lose. So i guess I’ll have to pay. The Director meanwhile is sitting on £4,000000 cash obtained in this way. Simon Renshaw Smith. Like others if a no star rating was possible I’d give them that …. Editing this to add - i went to pay the fine online and it tells me their site isn’t secure and I’m at risk - so I paid by phone and you then have to pay 10 pence if you want confirmation of your payment - rubbing your nose in it or what !!!! Would not even recommend 1*. Parked my car at work as any other normal day, well within my company’s private land. Only to realise that they issue me with a £100 fine, which is private property!! Willing to take this all the way to court!!
My court case against VCN update
Well i am giving an update to my day in court for fight VCN the "legit scammers" at last 😎.
Well to say that these scammer do this for a living day in day out issuing extortionate fine just because its private land and they can entrap you as they like😂, well i had the last laugh at Leeds Court when judge Buck laid into them and dismissed the case due mainly to them not submitting any proof and when VCN said they will appeal the judge said your not "wasting tax payer money" I believe basically to desperately win the case and get extortion money off innocent motorist.
I urge anyone with a genuine complaint of being scammed by these people is to stand up to them 👍,and as ive learned now to play them at their own game, the onus is on them to prove it was you caught in their trap and a picture of a car is not enough 😉😉.

Found their office and was told well if you’re not in the box they’re entitled to ticket yeah so I asked for a refund for the ticket which was told no you’ve already bought it so then why are you kicking me mugs?
Low life scammers
I was staying at the Travelodge and was told to write my registration number in the register at reception in order to be eligible for free parking until 9am. I was due to leave at 10am so I asked the staff at reception what I should do as I could not pay beforehand "at the time of entry" as 1am was in my free parking window. The sign says that the car park is camera controlled and that you have to pay on entry. It also gives the exemption from parking charges from 5pm to 9am for hotel guests. What the sign does not explain is what you do if YOU HAVE ALREADY ENTERED UNDER THE EXEMPTION. The staff at the hotel themselves had no idea and said that I should just pay for however many hours I ended up staying when I leave. So I went to the machine at 10am, and paid for one hour by inputting my registration number. I was then issued this PCN that shows me entering at 01:19 which was during my exempt hours, and then leaving at 09:54am the next day, having been to the machine to pay for one hour that I stayed extra. If they want people to exit the car park and come back in then they should say so. If they want you to pay at 9am then they should say so and the staff at the hotel should know that. The worse thing about all this is that they acknowledge the fact that I paid for the hour anyway. It's not as though this PCN was issued by a parking warden who would have been unaware of the circumstances. It was issued electronically AFTER I had left and AFTER their machine accepted my payment for which, again as a reminder, I input my registration number? Why did their machine accept my payment? Why, in this computer and camera controlled world of theirs, didn't their machine say that I had already gone beyond their "consideration period"? And why hasn't my parking fee been refunded even though they have refused my appeal and want a whopping £100? This is nothing more than a racket, and not at all about sensible or lawful parking. Any decent person would have looked at this and seen that I had, indeed, paid for the hour that I used BEFORE their stupid computer even recorded my exit and generated a PCN. This is a company that is void of all decency, and I strongly recommend people use council operated car parks wherever possible. That way, at least the fine goes into the taxpayer's purse, instead of being stuffed into some greedy fat cat's wallet. I have appealed their refusal to the IAS as per their own rejection notice, which I not has a .org web address but is actually also a limited company. What an absolute scam!
UPDATE - the limited company “appeal service” dismissed my appeal and have said nothing about the parking fee being refunded that I paid for the time that I was in there beyond the free time that I had as a hotel guest. There’s little point in going to court so I’ll wait for the parking company to contact me for payment, and have decided that this needs the new Labour government to wage a war or these car park scammers. These car park operators are worthy of nothing but contempt and any kind of voluntary code is no good. They need harsh regulation, and I hope to start a strong campaign in which I can cite this experience as an example. I’m hopeful that this new government will do it and seriously limit the amount of money these car parks can scam out of people.

I went to pick up a friend at the Bristol airport around 23:45pm. He had been unwell and vomiting on the grass. I asked where he was and he informed me so I stopped just for 1 min to let him in the car. He was not well enough to walk all the way towards outside the airport. This company has been chasing me for £100 for stopping for 1 min. This is insane. The charges are in now reasonable. There is an appeals system but it's just a waste of time as they rejected it stating there are clear signs not to stop at all. We were not disputing stopping signs. Just that there was an emergency and my friend was not well. As a company, I run one too, if you exploit people it will never be well with you. It will catch up with you eventually. You have enough bad reviews here to last your company's lifetime. I will never use Bristol airport ever again!!!

Similar experience to another recent reviewer where I had to stop at a temporary red light on the way into the airport. The system is clearly automated which is fair enough; just appeal and all will be forgiven. Alas no! The reply to my appeal (was sent my email not post so I could have easily missed it in the junk folder) was also automated it seems, having absolutely zero consideration for the fact that I was stopped at a red light. Even a cheap AI bot could have read there was a red traffic light in the picture they sent me. I follow the only option I had which was to appeal to the IAS. WELL, from the fry pan into the fire is where I'm at now and seemingly not a chance to avoid the next wave of threats, court and having my credit score deflated overnight. I'll be recording all of my time spent and claiming it in compensation FYI.

Several months ago I contested a £100 fine imposed by these shysters and took it to the parking ombudsman. VCS were told their signage at Wickersley Tanyard in Rotherham wasn’t up to the required standard and found in my favour.
I’ve just revisited the site to see if their signage, a vital aspect in their game, had been updated - and it hasn’t.
So these crooks are happily continuing to carry on charging unbeknowing motorists.
Disgraceful. They are clearly a crass money-making operation.
And while I’m at it, the Government should NOT be giving these people private details.
This so called company has No shame
Rec'd a privacy Notice nothing else.I was in a disabled bay with a valid blue badge and my disabled son beside me ,parked for 15 minutes.
That was on the17 May 2024. Asked in the shops and they all said this guy gives them out all the time whether you are parked right or not.Only rec'd the PCN today the 25 May 2024,it states I have until 12 June 2024 to pay ,what! but it states you get 28 days to pay or appeal! No phone number to speak with anyone, only recorded menus. I followed the link they gave to see full picture no such link is there and when you go to their website it states 'insecure"
There should be a yellow box by these bays so you can get into the bays as other drivers come up so fast you have to, first of all swing in and then nobody will let you out,you run the risk of getting your car hit if you just pull out.
I noticed there were no tickets on the mainstream bays and their parking was awful,so obviously he is targeting the disabled. Disgraceful.

Charge notice for stopping at a red traffic light. Under the impression that a red light means stop.
Appealed for that reason. Reply single minded that I stopped to drop a passenger off. NO I DID NOT!
Red light evident on CCTV images supplied by them, therefore I stopped, to have driven on would have been illegal, but they don't have any consideration for that. Notice should never have been sent as if they had check their own CCTV images they would see the traffic light was red and therefore against me.
Supporting documentation available, unable to up load here as there is no option for that

5 star useless parasites in society scamming clowns, I can't put into words why Bristol airport use these parasites.
Send fines to old addresses, they don't check to see if you have moved, along with change on log book at all. Wait for fine to build up then put you in a ccj for 6 years, badly managed, unbelievably grainy poor unprofessional CCTV images sent to me yesterday when I found this out. I simply don't have enough expletives in the most horrible humane way to say what I think of about this so called working relationship between these parasites and the airport.

Excel Parking Services - No Compassion
Firstly, they do NOT deserve a single star.
My experience goes back to November 23.
I had parked in a long stay (free for first hour)car park at Leeds/Bradford airport. Unfortunately my wife tripped on the way to the arrivals lounge and felt a bit shaky. Jet2 were excellent and arranged a wheelchair and suggested I bring my car round to the main car park at the front of the airport. They said they would contact Excel to get them to authorise my free exit from the car park. When I arrived at the entrance I stopped briefly to ensure I was using the correct access to the car park. I got my wife to the car in the wheelchair. When I exited I intercommed to explain I didn’t need to pay to be told Jet2 didn’t have authority to request this! I was eventually allowed to exit with no charge but then received the Charge Notice. I appealed but my explanation was rejected. Such a compassionate organisation aren’t they?! NOT.

Got fined £100 for doing a 3 point turn in a no stopping zone. Satnav instructed me to legally turn into street which became a no through road with no entry signs. Appealed my case and was rejected by the Independent Appeal Service.

while Vehicle Control Services are in operation, using these allegedly legal tactics to extort money from innocent motorists. I am not the only person to be scammed in this way.
Fine people for parking in their own space - where VCS don't even work
VCS used to be contracted to work at the car park of the apartment complex my husband and I live in. During this time and the years we have lived here while they were working here, we must have only seen them come by once or twice. Due to this, there were numerous occasions random people parked in our designated spot. On the only occasion I remember VCS coming to the apartment complex to check for illegally parked cars, VCS parked in my husband and I's spot so we still were unable to park there ourselves.
Because of the sheer incompetence and uselessness of VCS, the land owner terminated his contract with them early to mid last year. As such, they were no longer legally permitted to fine anyone for parking in the apartment complex car park without a permit. Due to this, the parking permits all residents kept in their cars became invalid and we all took them out and threw them away.
VCS seemed to be aware this was a thing that would be happening as suddenly they started coming by the car park (which, again, they no longer have a contract to work at) daily and started to hand out illegal fines to residents parking in their own spaces.
My husband received no less than three parking fines for parking in his own space. It should be obvious to anyone with a brain that it was his own space as the registration on the car lined up with, and therefore the fine was sent to, the address of the space his car was parked in. This means that VCS fined my husband for parking fully legally in his own parking space at our home while VCS did not have legal right to do this as they had their contract terminated at least a month prior.
My husband therefore, obviously, refused to pay these ridiculous fines as they were illegal and fraudulent and, because of this, VCS chose to take my husband to court. Without his knowledge.
Now both VCS and ELMS Legal, who represent VCS, are refusing to cancel the fines and claim they intend to send bailiffs out to ensure we pay them. Again, this is three fines for parking in our designated spot made by a company who did not have legal jurisdiction to send these fines out to us to start with as they had lost their contract to work there due to a mixture of not turning up and, when turning up, doing this exact thing and fining people for parking at home.
Both VCS and, as their representatives, ELMS Legal are acting outside of the law and yet have somehow fooled the courts into thinking what they are doing is okay as they aren't allowing the person who supposedly owes them money to attend court in defence of themselves and obviously VCS would not turn up to court with the email from the land owner proving they are in the wrong.
This has been an ongoing issue for months now and no end seems to be in sight. Should you be reading this, VCS, we intend on taking things legal on our end due to you working outside of the confines of the law and thinking you can get away with it by simply ignoring the issue at hand. I'm sure at least one news source will also appreciate this story.
Do not park anywhere controlled by VCS or which has been controlled by VCS within the last year. Even though they no longer have a right to fine you for parking there, they will. Multiple times. And, as a side note, never work with ELMS Legal unless you are in the wrong and want to get away with it, apparently.

Feeling Jiggered & unsettled!!! And I dont want to go to court on my own! Will you come with me? I have just come off the phone from mediation (HM courts & tribunal services) between myself and Vehicle Control Services. I purchased an all day ticket for the Oak street car park in Middlesbrough - however I took 4 minutes longer than the allotted time to purchase the ticket (machine only took cash & I had to go and get some). They refused my appeal and then sent me a charge notice of £100 which I think does not reflect the 4 minute breech of the contract. The mediation was not the kind of mediation I was used to and the millionaire who owns this company, was represented by his legal team. They kindly offered to reduce the amount of charge from £255 (currently) to £155. I have chosen to not give the owner of the company this amount as its hard for me to imagine that he needs this money more than I do, nor do I think it reflects being 4 minutes longer than the 10 minutes to acquire the cash for the machine.
Moreover I want to stand up to people who have the power and wealth to assert themselves over people such as myself with less power. I want to stand up to people who meet their needs in ways that harms others. I have read countless accounts where people have experienced great pain due to the actions of this company..too many details to go into.
I wonder if the owner of the company is himself a victim of the capitalist system here as his persistent way of acquiring lashings of money is to create these charges so that he can play the role of debt collector, making a great deal of money in the process. I can not see any evidence that he contributes to our society that evokes a sense of well being and I am sure he must do somewhere. I wonder how it is for him meeting his needs in this way - I wonder if he has an awareness of the pain that some people go through due to the choices he has makes?
Big sigh!!!! the insanity of this world!!!!!
PS - to reflect the insanity of it all when the mediator asked me to make an offer - I offered some free Nonviolent Communication Training for the company. - They declined.

I would not give any stars if I could. This company are nothing more than a bunch of crooks. I allegedly parked illegally at East Midlands Airport, when in reality, I could not see any signs (1am in December) and stopped the car for less than 2 minutes to check the flight status. The online appeal 'procedure' is a joke. There are a limited number of 'options' to chose, so I picked the one closest to my situation - surprise, surprise, it was rejected!!
Absolutely fuming, and it will make me re-consider using East Midlands Airport in future. I have also told all my friends and family to avoid EMA too.
